Job Description

The Physical Science and Engineering (PSE) Directorate of Argonne National Laboratory (ANL) is seeking an experienced Financial Business Analyst to support the Directorate and one or more Divisions within the Directorate. 

This position requires a strong understanding of the principles and theory of accounting and finance including significant knowledge of business systems, budgeting and accounting principles including Generally Accepted Accounting Principles (GAAP).  The primary responsibility of this role is to effectively execute significant and complex mission support activities.  This requires innovation, interaction with management, coordination across organizational lines and leadership of a broad area comprised of multiple mission support areas. This position also requires the ability to interpret policies and practices and meet goals with limited direction.

Additional responsibilities include, but are not limited to:

Perform broad financial and operational analytics to evaluate financial health and performance while supporting the implementation of controls within the business. Assists in the development, forecasting, and analysis of directorate and/or division budgets, expenditures, space utilization, etc.  Identifies and clarifies corrections, makes budget recommendations.  Present actionable insights to leadership which are used to drive business decision making and measurable improvements. Engage directly with stakeholders to produce detailed recommendations supported by in-depth analytics and data.   

Assists with financial and resource planning activities including funds allocation, financial control, procurements, and reporting.  Works with stakeholders to understand current program needs and deliver reporting products to improve decision making capabilities. Manages large sets of operational data for a broad research organization. Creates, analyzes, and prepares monthly status of funds and other adhoc reporting.  Supports the creation of cost estimates for funding proposals, provides resource costs, funding requirements and submission. Serves as a point of contact for interpretation and investigation of financial results in assigned area.  Serves as backup to designated Divisional Finance Business Partners as assigned.

Position Requirements

  • Coordinate proposal process and develop detailed, multi-year proposal budgets of various dollar amounts including subcontracting, justifications, and administrative documentation for programs.

  • Strong analytical skills including the ability to synthesize data, draw conclusions, and reach satisfactory resolution of complex financial situations

  • Demonstrated experience providing clients financial analytic and consultative services including short and long-range financial planning, cost analysis and forecasting, monitoring expenses for allocability and allowability, progress tracking and reporting, and project close-out

  • Ability to develop complex financial models to support decision-making, project analysis, and impact of changes

  • Ability to independently carry out delegated authority and work with minimum instruction

  • Ability to establish and maintain effective working relationships in a complex funding environment

  • Ability to handle multiple high-visibility financial requests with accuracy and timeliness

  • Ability to effectively communicate with all stakeholders including Directorate and Division management, Laboratory Financial Department, etc.

  • Strong organizational skills, ingenuity, creativity, and the ability to solve problems independently

  • Knowledge and proficiency in Microsoft Office, specifically Excel (Modeling, Creating Macros, etc.) and Power BI including database management

  • Learn Argonne business systems applications (Workday Financial, Dayforce, Power BI, etc.) as well as policies and procedures for financial management, procurement, subcontracting, FWP/WFO proposal development and submission

  • This is a hybrid position requiring partial work on-site

Preferred:

  • Knowledge of DOE, UC, LBNL and SPP financial policies and procedures and reporting requirements

  • Knowledge of contract and grant proposal administration
