Job Description

Summary
The University of Michigan Health System is home to multiple Collaborative Quality Initiatives (CQIs) coordinating centers which seek to address some of the most common, complex, and costly areas of surgical and medical care. With funding from Blue Cross Blue Shield of Michigan (BCBSM), the CQIs work collaboratively with health care providers throughout Michigan to collect data to a centralized registry. The data are analyzed and shared to identify processes that lead to improved delivery of care and outcomes, and guide quality improvement interventions.

The Obstetric Initiative (OBI) is a Collaborative Quality Initiative (CQI) statewide quality improvement project working with over 70 Michigan maternity hospitals. OBI is working to address variation in obstetric care with a primary focus on promoting vaginal birth and safely lowering the cesarean delivery rate among low-risk patients. Additional initiatives include promoting birth equity, safe opioid prescribing and reducing maternal morbidity. We are currently seeking a dynamic and motivated self-starter to join our team in the role of Lead Database Administrator.

Responsibilities*
Data Vendor Management

Manage vendor relationship with database vendor to ensure optimal functioning of the OBI workstation.
Develop annual deliverable-based payment contract and ensure fidelity to vendor contract by collaborating with teams to strategize projects and priorities.
Manage and lead data integration and case expansion projects and roll out, including feasibility and development; project scope and timeline; testing, rollout monitoring, and evaluation.
Ensure optimal functioning of the OBI workstation including troubleshooting workstation issues, responding to tickets, and identifying/implementing fixes and improvements.
Oversee data integration process.
Data Vendor Management

Clinical Data Abstractor (CDA) Support, Training & Engagement

Manage CDA workflow, workstation issues, lock dates, and education on new functionality.
Coordinate onboarding of new CDAs and ensure that team additions are in alignment with the OBI Participation Agreement.
In partnership with clinical team, identify, develop, and implement educational offerings to ensure accurate and timely collection of data.
Maintain and develop educational materials including the OBI Data Specifications Manual, Workstation User Guides, Job Aides, Operations Manual and support documents to ensure consistent data collection across all OBI hospitals.
Other Duties as Assigned

Required Qualifications*
Associate?s degree in a Computer Science, Information Technology, Database management, or related field.
1-3 years professional experience in database management.
Demonstrable programming skills and experience with relational databases, complex data structure, and linkages between data sources.
Proven ability to write clear and concise technical documentation, summaries of various methodologies, and descriptions of statistical results.
Experience with Microsoft Excel and PowerPoint for the development of presentation materials.
Strong oral, written and interpersonal communications skills are essential.
Ability to prioritize, organize, and efficiently work on multiple projects at the same time.
Desired Qualifications*
Prior experience working with the BCBSM Collaborative Quality Improvement initiatives (CQIs).
Experience in Labor and Delivery.
Experience with data collection in quality improvement or clinical research.
