About the DepartmentEnterprise Application Services (EAS) is in the Office of Information Technology (OIT) division at North Carolina State University. EAS is responsible for the design, implementation, operation, enhancement & maintenance of the University’s enterprise business applications. This includes: development, operation & maintenance of all enterprise administrative systems (Financials, HR, Portal and Student Information Systems, etc.), configuration management, maintenance, enhancements, and application integration.
Essential Job Duties
This position performs technical and/or functional duties associated with application development and provides managerial leadership within the EAS Financials Systems Team. It is responsible for ensuring exceptional customer service and support. Maintaining and enhancing the partnership between the IT systems and the central office business owners and campus community impacting over 23,000 customers of the Financial System is a core expectation. This position requires an expert in business process analysis with highly advanced technical solution development skills needed to support highly complex systems and associated integrations across campus. Excellent verbal, written, organization and project management skills are essential.
This team directly supports the procure-to-pay functionality developed in Oracle/Peoplesoft including but not limited to: Accounts Payable (PO Voucher / Small Purchase Vouchers), eProcurement (MarketPlace), Purchasing, and Travel (Authorizations and Reimbursements). In addition this team supports Workflow Administration, PCard, Payment Processing, Mobile Communication Device processing, Financial Imaging and other associated business processes and integrations. This position also leads initiatives of high complexity and is expected to interact with leadership positions in customer and IT units to ensure that developed solutions align with business needs.
This position manages a team of application analysts and developers performing business process analysis, change request evaluation, functional and technical specification development, coding, unit and system test development and execution, code migration, production support & system maintenance.

Qualifications
Minimum Education and Experience
Master’s degree and at least two years of relevant experience OR
Bachelor’s degree with at least three years of relevant experience OR
An equivalent combination of education, training and relevant experience.
For management‐level roles, also include with the above requirements 1‐2 years of supervisory experience.
Other Required Qualifications
Minimum of 3 years of previous application development experience with Oracle/PeopleSoft
Excellent communication skills, both verbal and written
Excellent organization and project management skills
Preferred Qualifications
5 years or more of application development experience with Oracle’s PeopleSoft Accounts Payable, Supply Chain Management, and eProcurement modules.
Experience with Quest’s Stat change management suite.
Excellent verbal and written communication skills in both technical and non-technical subjects including the ability to communicate effectively at all levels of the organization.
Strong project management, organizational and time management skills with the ability to manage multiple projects concurrently, set team priorities, meet deadlines, conduct and direct research into IT issues and products, and to take initiative in the development and completion of projects.
Previous experience in a higher education institution.
Ability to build consensus among internal and external teams and persuade other decision-makers, make frequent presentations at customer meetings, and correspond in writing and verbally to people at all levels of the university.
Ability to receive and provide constructive criticism when appropriate and mentor/train supervised managers and less experienced managers and team members as necessary.
