What Your Job Will Be Like:

We are seeking an Engineering Program/Project Lead who plans and implements complex science and/or engineering sustainment projects which require high-rigor program/project management and that will enable Sandia’s Microsystems Engineering, Science and Applications (MESA) to continue to meet NNSA’s microelectronics R&D and production requirements for the next several decades.

On any given day, you may be called on to:

  • Use engineering and/or technical judgment built upon a strong engineering or technical background to lead the MESA Microelectronics Component Capability (MC2) Line-Item program and the MESA to MC2 (M2M) bridging project. Identify potential project risks, develop risk mitigation strategies and corrective actions, and recommend risk acceptance or avoidance for all aspects of the project.
  • Use engineering or technical judgment, within defined scientific and engineering practices used in the research, development, and manufacturing of microelectronics, in negotiating with customers and program managers to ensure that resources are available to accomplish the work, identify procurement and contracting needs, and marshal resources to complete project deliverables within the scope, schedules, and budgets defined in project work packages.
  • Negotiate with all stakeholders including NNSA, Kirkland AFB, Sandia PMO, Sandia facilities partners, and MESA leadership on matters of M2M and MC2 design and construction requirements and limitations.
  • Define future MESA facility needs to define M2M and MC2 project scope, schedules, cost estimates, and deliverables.
  • Provide leadership, technical support, and tactical planning for execution of MESA capital acquisition projects and applies engineering or other technical knowledge to achieve project objectives and deliverables.
  • Conduct technical and program reviews to report status of cost, schedule, and performance to management and sponsors.
  • Develop and deliver progress reports, proposals, requirements documentation, and presentations to internal and external stakeholders at all levels of leadership.
  • Develop and/or maintain technical expertise in MESA systems and equipment, current and future state, to lead proper program management and planning efforts. This includes but is not limited to: microelectronics manufacturing, mechanical systems, electrical systems, equipment installation design, and critical safety systems
  • Make informed engineering, technical and programmatic recommendations in alignment with MESA leadership and stakeholder interests, while identifying and managing risks and opportunities to achieve a balanced portfolio.
  • Serve as an important interface to customers and sponsors, ensuring effective communications and communication strategies for internal and external audiences.
  • Coordinate with internal and external entities to execute the strategy to ensure US Government access to Warhead Strategic Rad Hard & Trusted Microelectronics.
  • Collaborate with SNL Infrastructure and Operations personnel achieve MESA’s sustainment strategies.
  • Understand what technical, environmental, physical, or functional performance requirements drive risk and can affect cost and schedule.

The selected applicant can be a remote worker located in any U.S. State or District of Columbia. Regular or periodic travel to your assigned work location may be required.

The selected applicant will be supporting several managers in 5290 with a matrixed focus to 5294 and the MC2 Project.

Salary Range:

$109,300 - $217,400

*Salary range is estimated, and actual salary will be determined after consideration of the selected candidate's experience and qualifications, and application of any approved geographic salary differential.

Qualifications We Require:

  • Bachelor’s degree in STEM or other relevant field plus five (5) or more years of relevant experience or;
  • combination of education and experience
  • Knowledge of project management practices for technical work, including developing project plans, work breakdown structures, and work packages; managing to scope, schedule, budget, and technical baselines; and documenting baseline reports and change control actions.
  • Experience making decisions requiring scientific, engineering, and programmatic judgment.
  • Experience in technical management processes, including lifecycle management, requirements engineering, and risk management
  • Demonstrated leadership skills, including the ability to successfully plan, organize, lead, and monitor team efforts to completion.
  • Ability to acquire and maintain a DOE Q clearance

Qualifications We Desire:

  • Knowledge of the technical or operational discipline of the assigned project. Specifically, familiarity with microsystems, including functionality, survivability, production processes, and the microelectronics ecosystem.

About Our Team:

MESA Sustainment (5290) is charged with ensuring US Government access to Warhead Strategic Rad Hard Microelectronics for the NNSA and other National Security Missions. To achieve this assignment, MESA Sustainment is responsible for planning, coordinating and executing the MESA Extended Life Program (ELP), the MESA Integrated Program Plan (MIPP), and operational assurance and capital investments to ensure MESA capabilities are maintained and strategically sustained through 2040. Operational assurance includes the design, development and implementation of the MESA Comprehensive Operational Resource Environment. Capital investments include the Microelectronics Component Capability (MC2) Line Item and the MESA to MC2 (M2M) bridging strategy. Our team is highly matrixed and is dependent upon effective partnerships within MESA; across MESA customers, sponsors, and stakeholders; and a variety of internal enabling partners.
